3.6 Rebidding in Competition
Free Rebid of 1NT
After opening one of a minor, whether or not you get a reply from partner, a free rebid of 1NT (in other words, when you could have passed and partner would have another bid) shows 18-19 HCP with a stopper in the opponent’s suit. For example:

The assumption is that if you pass in this situation, you have a minimum range balanced hand (12-14) without primary support for partner — you can just pass, and let partner act.
